I recently purchased a hotspot for my internet streaming and tried to livestream but somehow the stream did not use data from the hotspot plan. Instead it used mobile hotspot ( using phone as a modem ) off of the hotspot it and I’m hoping that I don’t get charged for it.

Since you are pasting an RTMP URL into the GoPro Quik app and using the GoProp Quik app for the livestream itself, you are not using the GC TM app at all. Anything that goes wrong with the stream will be related to the GoPro or its internet connection. Also, once you lose the network connection, then recording onto the microSD card will stop also.
